​ Spring Hill Basin - Phase 2 – Stream Restoration Project
The project is the second phase of the restoration of the retention area and stream bed of the Spring Hill Park area in Summit Hills. This phase will consist of the reconstruction of a swale on the south side of the property and the reconstruction of the stream from the bridge to the south side of the property. Most of the project will be funded by the Growing Greener Environmental Stewardship and Watershed Protection Grant Program. There will be a small amount of National Fish and Wildlife Grant Funding used as well. The contract for the construction was awarded to Green Team Industries at a bid price of $221,572.00. The projected completion time is six to eight weeks.

2025 Borough Paving Projects
We have contracted with Kinsley Construction for several areas of paving. The first area will be to mill and pave North Manor Street from Main Street to Hoover Street. This will be a complete curb to curb paving project. The contract also includes repairing a portion of Froelich Avenue from Fridy Street to Manor Street. The plan for Froelich Avenue is to mill and pave a 7’-0” wide portion of the road from the southern curb line toward the middle of the road. Several areas will be patched under the contract as well, including Fridy Street at Main Street, Church Street at Main Street and Lemon Street at Main Street.
We have contracted with Russell Standard Corporation to resurface portions of several roads. The first area will be Cherry Street from Lemon Street to Church Street. The second area will be Lemon and Spruce Streets from Main Street to Fridy Street. These roads will be repaired and resurfaced with a fiber reinforced stress absorbing membrane, a double application of stone and chip, followed by a seal coat application.
Both contracts will be completed by fall. The Kinsley Contract was awarded at a bid price of $119,675.00. The Russell Standard Contract was awarded at a bid price of $53,763.45. Both projects are being funded by the PennDOT Liquid Fuels Program.


VMP (Veterans Memorial Park) Project
Mountville Borough in cooperation with the Lancaster County Court of Common Pleas, Adult Probation and Parole - Veterans Court has initiated a park rehabilitation project. U.S. Military Veterans who have must complete community service have been assigned to the project under the supervision of the Court. The project includes repairs to the concrete retaining wall and steps, repairs to the metal railings, repairs to the wooden bullpen fencing, picnic tables and building soffit, and a fresh coat of paint on nearly every painted surface. A sign will be added to the entrance, along with a split rail fence and some landscaping. The budget for the project has been approved for $5,000.00.
